There are CI builds of executable binaries for Windows, but I expect early testers will be *nix sysops or Windows sysops that know how to build from source.

Sweet... does Synchronet watch these files for changes in order to
restart?
Didn't know if it was the cnf or a semaphore for that with scfg.

It doesn't currently.

SCFG touches the appropriate semfiles to issue the recycle(s) when
saving changes.
